out of room to cut. you will remember the big spending bill earlier this year cut tens of billions of dollars. so if you take a step back and you look at the entire forest there's a lot of spending cuts going on. lot of real spending cuts democrats are arguing that they are going to hurt a lot of people. so those certainly are accounting tricks. in terms of that last little margin to get to the point where they are cutting more than they are raising the debt ceiling which is what republican leaders wanted to do, they needed to rely on some creative use of cbo accounting methods. >> right. this is also interesting, though. even if he does get john boehner, that is, the house, even if he does get the conservatives to fall in lynn and go ahead and vote for this, there seems to be question about whether it will get out of the senate. have you 53 senators, two independents, included who said they are not going to support boehner's proposal. now we are looking at another proposal perhaps harry reid's proposal which the cbo also downgraded. let's take a look at the numbers. instead of $2.

source that this meeting was called over a big impasse between these congressional leaders on these now fresh negotiations between them, don. the impasse is over a part this proposal that we've now learned that house speaker john boehner is pushing, and it has proposed to some members on a conference call earlier today. this proposal would raise the debt ceiling but would also come with $3 trillion to $4 trillion in cuts but would require a two-step process. and that's where the big impasse is according to democratic sources over this two-step process. one source putting it to me pretty clearly, it was rejected in the meeting. this person said neither reed nor pelosi nor the president will agree to any deal that does not increase the debt ceiling, the debt limit through 2012. that seems to be the impasse where they are now. i will tell you one point this a source says that was agreed on in the room is that they want to reach some agreement before asian markets open tomorrow. so they are actively working. if we take anything away from this afternoon, maybe one part of a proposal might be

house republicans. but there's a big problem. neither of those plans may be able to get through congress and the clock is ticking. cnn congressional correspondent kate boulwan joins us now. let's start in the house where speaker john boehner has laid out his version of the republican solution. spell it out for us. >> reporter: a lot of details to it, jessica, but what it really comes down to is the length of the increase, if you will. house speaker john boehner is calling for two votes in order to raise the debt ceiling. first, a vote that would come with $1.2 trillion in spending cuts to get the country through early next year and another vote would be required that would get the to 2013. but only if, and this is the important part, if congress would approve the spending cuts attached to that, or the deficit reduction measures attached to that that would come from a newly created committee, and that of course is the big hangup with democrats. they are very much opposed to having to vote for a second time to raise the debt ceiling. they say it risks us returning to exactly where we are t

all do that. nationwide, you can see why where that big focus is. we're doing a little better in places across the southwest. albuquerque is looking at 88. 91 in denver. that's hot if you're exerting yourself in the peak of the heat of the day. the other thing to mention especially in the peak of the heat of the day is that the air quality and many of these cities is very poor too. you don't want to go outside for that reason either. we have been calling this a heat dome. what really is that. basically we have got this dome of high pressure that is stacked way up, thousands of feet, even miles up into the atmosphere, where we have high pressure. and what happens when you have a high pressure system, you think high and dry, sunny and beautiful, right? but high pressure has descending air in it. when it descends, it compresses and heats up. when you're near the center of the dome or the center of the high, it stays very, very warm and you're seeing the worst of it. that's why we have been seeing hotter temperatures in new york city than what you've been seeing in atlanta, georgi
